The employee reported that the baggies had shown up in the lot in the previous two hours. The trace amount of powder later tested positive for cocaine, but it was unknown who had left the baggies in the lot. The baggies were placed into evidence for future destruction.

Friday, Feb. 27
An Anacortes man reported that someone had slashed the seat to his bicycle sometime during the previous two days. Damage was estimated at $30.
A resident of the 1400 block of 5th Street reported that someone had entered his house through an unlocked door and stole a Play Station 3 game system valued at $400. The victim said that the theft had occurred sometime during the previous night and that he had no suspect information.
Saturday, Feb. 28
Officers responded to the report of a man yelling in front of an apartment in the 800 block of 29th Street. Officers contacted a 28-year-old Anacortes man near the apartment and noticed a vehicle registered to him was covered in fresh mud. Witnesses had observed the man in the vehicle a short time earlier with the music blaring, and he was identified as the man who had been yelling. Officers observed deep ruts and significant damage to a grassy area nearby, and tracks from the area led to the man’s vehicle. When confronted with the property damage, the man denied any involvement and said that the officers could not prove he did it. Identification of the property owner and charges against the man are pending.
Sunday, Mar. 1
A neighborhood resident reported that a concrete bird bath was smashed near the basketball courts at Storvik Park. The reporting party did not know who owned the bird bath.
Officers responded to the area of the 1400 block of Q Avenue after a motorist reported seeing a man lying in the bushes. The motorist stopped to check on the man, and the man reportedly told the motorist “kill me.” Officers located the man who showed the effects of drinking and admitted he had been depressed. Officers spoke with the man for awhile and he cheered up and said he had no intention of harming himself. The man’s father contacted the police and informed officers he or his wife would be picking their son up.
Officers were dispatched to the report of a fight at a bar in the 300 block of Commercial Avenue. Officers contacted two couples who appeared to be very intoxicated and were initially uncooperative in answering questions. Officers were able to learn that a fight had started in the bar between unknown patrons and the foursome after one of the males became upset because a man was dancing with his girlfriend. Some type of alteration ensued with the bar bouncers intervening. As of this writing, no one wanted to pursue any criminal charges against anyone else and there were no serious injuries.
Approximately $1000 in cash and rolled coin was reported stolen from a business in the 2300 block of Commercial Avenue after the owner reported seeing a man flee out of the business when the owner arrived for work. The owner said that he chased the suspect for a short distance without success. The owner reported that he had discovered an unlocked door and that he believed the door might have been inadvertently left unlocked at closing time. He then checked the interior of the business and discovered the missing money. The owner described the suspect as a white male in his late teens or early twenties, approximately 5’11’’ and 175 pounds, having thick brown hair, and wearing dark clothing. Anyone with any possible suspect information is asked to contact the Anacortes Police Department.
Officers responded to the local emergency room regarding a patient who was out of control. A 51-year-old Mount Vernon woman was aggressively struggling with staff members including allegedly having attempted to bite and scratch them. Officers attempted to reason with the woman and get her to outside to lessen the disturbance, but she remained uncooperative and combative towards them. The woman intentionally dug her fingernails into one officer’s hand and was then placed into handcuffs and into a patrol car. She then attempted to kick out the back window of the vehicle. The woman was booked into jail for investigation of assault.
A man reported an outboard motor valued at $3000 was stolen off of his boat that was stored in the 6200 block of Sunset Avenue. The victim said that he believed the theft had occurred sometime during the previous week.
Monday, Mar. 2
An officer stopped a car in the 1100 block of 8th Street for having a defective taillight and not signaling for a turn. The driver was identified as a 51-year-old Anacortes man. The officer smelled the odor of marijuana in the car and after initially saying he had smoked a “cigar” in the vehicle, the driver admitted that he had some marijuana in his jacket. The man then handed over to the officer a small baggy of suspected marijuana. The man was placed under arrest and a pipe containing burnt marijuana was located in his pant pocket. The man was cited for possession of marijuana and drug paraphernalia and released.
A 23-year-old Anacortes man turned himself in at the police station because he had two outstanding warrants for his arrest out of courts in Mount Vernon. Due to overcrowding at the jail, the officer was able to release the man after giving him new court dates.
Tuesday, Mar. 3
A customer called 911 after discovering a clerk at a business on 12th Street was having what appeared to be some type of seizure. The clerk was transported to the hospital for evaluation. While looking for keys to secure the building, an officer found a marijuana smoking pipe in a common employee area. Since ownership of the pipe was unknown, it was taken to be destroyed.
A 16-year-old high school student is under investigation for theft after she admitted to school officials and a police officer that she had stolen two ipods, two wallets, and over $200 in cash from other students backpacks in a locker room. The student faces possible school discipline and possible criminal charges and the investigation is ongoing.
The Skagit County Sheriff’s advised APD that a 43-year-old Level One registered sex offender was staying temporarily at a residence in the 500 block of 35th Street while his new home was being completed in another city in Skagit County. The man’s RSO status stemmed from a 1988 conviction for indecent liberties.
A 57-year-old San Juan Island woman was transported to the hospital for evaluation after she had called 911 from the State ferry terminal stating she had taken pills and was feeling sleepy. The woman appeared disoriented and told an officer that she had taken an unknown amount of pills.
The owner of a GMC pickup reported that someone had tried to break into her the vehicle while it had been parked behind a business in the 900 block of 4th Street. It was discovered that someone had tried to “punch” the driver’s door lock to gain entry and caused approximately $250 in damage. Nothing appeared to have been stolen from the vehicle.
Officers intervened after a mother and her 15-year-old daughter argued at their residence in the 900 block of 22nd Street. The argument had been over the daughter’s refusal to get off the computer so the mother could use it. It was determined that no crime had been committed and the officer encouraged the teen to follow her mother’s instructions.
Wednesday, Mar. 4
An officer discovered that the back windshield of a Honda Civic parked in the 1600 block of 22nd Street was broken out after observing glass on the pavement. The owner was later contacted and it was learned that the side mirror had also been broken off the car. It was believed that the damage was done sometime during the previous night.
An employee of a business in the 400 block of 34th Street reported that someone had stolen six orange reflective striped traffic stanchions from the business parking lot. The stanchions were being used to mark a drop off in the lot and were valued at $48 each.
An Anacortes woman reported that her Chrysler van had sustained scrapes along the rear passenger side while she had been parked in a store parking lot in the 900 block of 11th Street. No information was left about the offending driver or vehicle and damage to the victim’s van was estimated at $500.
Thursday, Mar. 5
Officers contacted a 57-year-old woman regarding her complaint that she had been assaulted the previous evening by her 45-year-old live-in boyfriend at their home in the 6000 block of Sands Way. The woman had a black eye and bruising to her neck, throat, and face. The woman said that she had received the injuries as the result of being slapped, choked, and beaten by her boyfriend over the course of several hours the previous evening. She said that she delayed in calling the police because she was unable to get out the front door because her boyfriend had passed out in front of it. The boyfriend was contacted walking a short distance away and he would not respond to questions about the incident. He was booked into jail for felony domestic assault as it was learned that a valid no-contact order was also in effect from a previous domestic that barred him from having contact with the woman or being at the residence.
City employees discovered that someone had carved lettering into freshly pored concrete in the 1500 block of 12th Street. The concrete had been poured the previous day and coned off to dry. The repair cost was unknown at this writing and the matter is under continued investigation.
A 48-year-old man volunteered to go to the hospital for evaluation after his roommate reported that the man was going through alcohol withdrawal symptoms. The roommate said that the man had been trying to “drink himself to death” but that he had run out of money. The man was cooperative with police and paramedics, but he would not comment about the report he had been trying to harm himself.
A 40-year-old Anacortes man riding a bicycle was struck by a car driven by an Anacortes woman as the car was turning from 12th Street onto D Avenue. The cyclist was crossing the intersection traveling east bound. The driver of the car said that she had been blinded by sunlight glare and did not see the cyclist. The cyclist suffered minor scrapes and bruises.
A witness reported seeing two unknown people wearing dark clothing prowling around cars at the Guemes Island Ferry parking lot in the 500 block of K Avenue. Officers were unable to locate any suspicious people in the area, but they did check the vehicles the prowlers had been near and found two with unsecured doors. One of the vehicle’s also had its’ stereo faceplate lying between the seats. The vehicles were secured and police contact with the vehicle owners to determine if anything was stolen is planned.
