The Police Blotter, Feb. 23, 2009

Employees of a clinic in the 1500 block of Commercial Avenue discovered that someone had thrown a rock through a large picture window on the northeast corner of the building. A medium sized rock was found on the floor of the waiting room.  The Friday incident was the second time a window had been broken on the building in the past month and the repair cost was estimated at $2000.

Thursday, Feb. 12

A resident of the 2100 block of 10th Street reported that sometime during the night someone had cut the electrical line and a safety cable to the kicker motor of his boat parked behind his house.  The victim was able to repair the electrical line.    

A man reported that he had discovered the passenger door window to his Chevy pickup had been shattered by unknown means during the previous two hours.  The pickup had been parked in the 6000 block of Sands Way.  The side mirror had also been pushed out of position against the glass.  The repair cost was estimated at $150.00. 

Friday, Feb. 13

An officer stopped a car in the 700 block of 34th Street for having expired license tabs.  The driver was identified as a 23-year-old Anacortes woman and her passenger was identified as a 22-year-old Anacortes woman.  The officer could smell marijuana inside of the car, but the driver said there was none in the vehicle.  Further discussion resulted with the driver admitting there was marijuana and a smoking pipe inside of the car that were then located behind the front seat.  The passenger also admitted that she had marijuana in her purse.  A small amount of marijuana along with a pipe was found in her purse.  Both women were cited and released for possession of marijuana and drug paraphernalia. 

An officer stopped a car in the 2200 block of Commercial Avenue for driving without its’ headlights on.  The driver, a 19-year-old Anacortes man, had a suspended driving status and was placed under arrest.  The officer recognized a passenger in the car as a 15-year-old Anacortes boy who was a signed juvenile runaway and had a felony warrant for his arrest.  The boy had given a second officer on the scene a false name before the other officer recognized him.  The driver was cited and released for the license offense and the other boy was booked into juvenile detention on the warrant and referred on a new charge of obstructing.   

An officer stopped a car in the 2300 block of Commercial Avenue for having a defective headlight.  The driver and sole occupant of the car was identified as an 18-year-old Anacortes man.  An officer saw a six-pack of beer on the floor of the car which the driver claimed belonged to a “friend.”  The driver declined to name the friend.  He was then placed under arrest, cited, and released for minor in possession/consumption of alcohol.      

Saturday, Feb. 14

An officer stopped a vehicle in the 1100 block of G Avenue for having a defective headlight.  The officer noticed a slight odor of intoxicants on the 18-year-old driver.  The driver admitted to consuming part of a beer earlier.  The driver provided a portable breath test sample that was under the legal limit for DUI, but he was cited and released for underage drinking. 

Employees of a business in the 900 block of 21st Street reported that a suspicious car had parked on their property a short time earlier and that it appeared that someone might have broken into the car as it had a bent driver’s door, a broken window, and visible ignition damage.  No one had been seen in or around the car and it was parked across two parking spaces including a handicapped space.  The car was registered to a Burlington man who had a suspended driver’s license.  Officers were unsuccessful in contacting the owner and the vehicle was towed due to it partially blocking the handicap space and officers being unsure if the vehicle had possibly been stolen.  Further attempts to contact the owner have been unsuccessful. 

An employee of a business in the 1100 block of 27th Street reported that he had discovered someone had stolen his wallet from inside of his jacket.  The jacket had been hanging on a coat rack in a small room used by employees.  The wallet contained the man’s ID, a credit card, and approximately $20 in cash.  The man said that another employee had a camera stolen form behind a work station earlier in the day, but that she had not yet spoken with the police.   Other staff members said that they had not seen anyone suspicious in the building.                         

An officer stopped a vehicle on State Route 20 for having a defective brake light and not signaling.  The driver was identified as a 30-year-old Mount Vernon man.  While speaking with the driver, the officer saw a large Ziploc baggy of what   appeared to be marijuana under the driver’s feet and asked the driver about it. The driver initially said that he didn’t know what the officer was talking about and then said the bag contained an “herb.”  The driver handed the officer the bag and discovered it contained a large amount of marijuana.  The man was placed under arrest and he admitted the bag contained marijuana and that he had lied because he was “looking out for himself.”  The man said that he did not sell marijuana when asked why he had such a large amount and he said that he bought larger quantities so it would “last awhile.”  Based upon the quantity of marijuana, the man was booked into jail for felony investigation of violating the uniformed controlled substance act. 

Sunday, Feb. 15

A resident of the 3600 block of Portage Way reported that someone had broken the windshield wipers off of his Mazda pickup while the vehicle was parked in front of the residence.  The damage was estimated at $100. 

A 42-year-old Anacortes man reported that he had been chased around a parking lot in the 1500 block of Commercial Avenue by another man who finally cornered him and punched him in the head.  The victim said that the man then pushed him over a retaining wall onto the sidewalk.  The victim said that the man was upset for something that had occurred over a year ago and that the victim had previously apologized to him about.  Officers had not yet spoken with the other man, but they did speak with his wife who said that the “victim” had actually assaulted her husband.  The matter is under continued investigation. 

A woman reported that someone had broken the front windshield and driver’s side window of her pickup while it had been parked overnight in the 1800 block of D Avenue.  It appeared that rocks found at the scene had been used to break the glass. 

An employee of a grocery store in the 900 block of 11th Street watched a man take an 18-pack of beer valued at $20 out of the store without paying for it.  The employee recognized the man as a former employee of a sister store and she confronted the man outside of the business.  The man allegedly told the employee that she “couldn’t touch him” and he fled on foot.  Efforts to locate the man are ongoing.

An 18-year-old La Conner man and an 18-year-old Anacortes man were cited for possession of drug paraphernalia and possession of marijuana respectively after an officer contacted the occupants of a car at Volunteer Park as the park was closed for the night.  The officer could smell marijuana inside of the car, but the two occupants initially claimed they had no idea what the officer was talking about.  The passenger subsequently pulled a small baggy of marijuana from his pocket and directed officers towards a water “bong” in the center console.  The men were cited and released. 

A Maple Falls man checked on his 56-year-old brother who resided in the 700 block of Q Avenue and discovered that he was deceased.  There were no signs of trauma to the victim and it was learned that he had some recent medical issues.  The Coroner responded and the cause of death is pending. 

Monday, Feb. 16

A 15-year-old Anacortes boy was arrested at a house in the 1300 block of Broadview Drive as he had an outstanding warrant for his arrest for previous theft and malicious mischief charges.  The boy was booked into juvenile detention.

The owner of a business in the 2300 block of Commercial Avenue reported that someone had illegally dumped two large bags of garbage into his dumpster.  Officers were able to identify the garbage owner and speak with them about the behavior.  The business owner did not desire to pursue criminal charges.      

Two pickup canopies were reported stolen from a business in the 900 block of 25th Street with the total loss exceeding $3400.  The owner said it would have taken at least two people to move the canopies.  There are no known suspects at this time.

Tuesday, Feb. 17

An 18-year-old La Conner man was cited for MIP, possession of marijuana, and possession of drug paraphernalia after an officer stopped the car he was driving for speeding on State Route 20.  The man smelled of intoxicants and provided a breath test that indicated he had consumed a small amount of alcohol.  The man was arrested for MIP and during a search of the vehicle officers located a small amount of marijuana, a marijuana smoking pipe, and a water bong that smelled of burnt marijuana.  The man was released at the scene.  Officers determined that three other teenaged boys in the car had not been drinking. 

A resident of the 1800 block of 32nd Street reported the theft of a gas lawn trimmer valued at $270 and gas powered chain saw valued at $200 from a storage shed on her property.   The victim reported the shed had been locked, but that she suspected a family member who was no longer welcome on the property still had a key.  The family member had not yet been spoken with. 

A mailbox belonging to a business in the 2400 block of J Avenue was reported to have been pushed over and crushed.  The repair cost was estimated at $40. 

The owner of a business in the 200 block of Commercial Avenue reported that sometime in the past couple of weeks someone had jumped over a wire fence and broke the driver’s side window on a motor home that was stored on the property.  It appeared that entry had been made inside of the motor home, but nothing was found missing.  Damage to the window was estimated at $400.

A 48-year-old Anacortes woman was taken to the hospital for evaluation after she had called a mental health worker and advised that she had overdosed on a prescription drug.  Officers and paramedics found the woman to be lethargic and minimally communicative, but did not find any evidence of drugs near her. 

In a similar but unrelated incident, officers responded to a home in the 1100 block of 8th Street after a family member of a 48-year-old woman reported that the woman had overdosed on a combination of alcohol and prescription pills.  The woman reportedly telephoned her relative and told him that she had taken all of her pills in order to harm herself.  The woman was taken to the hospital for evaluation and treatment. 

Wednesday, Feb. 18

A 27-year-old Anacortes woman turned herself in at the Municipal Court facility as she had three outstanding warrants for her arrest for previous suspended driving offenses.  Due to jail crowding, the woman was released after being given a new court appearance date and promising to appear. 

Eight truck batteries valued at $75 each and battery tie cables valued at over $50 were reported stolen from semi trucks parked at a business in the 300 block of 34th Street. 

A 64-year-old Anacortes man was trespassed from a store in the 1500 block of Commercial Avenue after employees found him trying to conceal beer and shrimp in a black bag while he was using a shopping cart to shop for other items.  The man then paid for the items in the cart after agreeing not to return to the store. 

Thursday, Feb. 19

An officer contacted an 18-year-old Anacortes man after watching him stagger off the sidewalk and onto the street in the 1800 block of Commercial Avenue.  The officer recognized the man who smelled strongly of intoxicants.  The man told the officer he was “wasted” and also volunteered to the officer that he was carrying two more beers.  When asked where he had gotten the beer, the man told the officer it was “classified information.”  The man turned over two cans of beer to the officer but would not say where he had been coming from.  He was issued a citation for underage drinking. 

The owner of a car parked in the 1000 block of 18th Street reported that her unlocked car had been prowled during the night.  The victim discovered that the contents of her glovebox had been scattered and that her daughters’ checkbook was missing.  The victim was going to contact her bank and cancel the checks.  

A $400 mountain bike and a $300 generator were reported stolen from a garage at a residence in the 2100 block of 10th Street.  It was believed the unknown suspect entered through an unlocked garage door. 

Officers responded to a motel in the 2900 block of Commercial Avenue regarding the report that a man was trying to “break down” a door to one of the rooms.  When officers arrived, they found no man or damage to the door.  They did speak with a woman inside of the room who was uncooperative in answering questions but did learn that she had asked her boyfriend to leave because he was “mean” to her.  Officers later spoke with the boyfriend who confirmed that his girlfriend had asked him to leave and that he had complied.  The man said that he had knocked on the door but had not tried to break it down.  It was determined that no crime had occurred and the man agreed to stay away for the night.
