Police Blotter, Nov. 15 - 22, 2013

The man used his phone to text with the juvenile while he rode the bus to Anacortes on Tuesday.  During the bus ride he acknowledged that he was carrying condoms and made several statements regarding sexual contact.  Upon arriving in town he was contacted by detectives and arrested. There is no victim in the case as the 13-year-old female was actually an Anacortes Detective working as part of an online sting operation.  Felony charges are pending against the suspect.

Here are some of the other cases Anacortes Police worked on this week.

Friday, Nov. 15

1:35 am.  At approximately 1:35 in the morning Anacortes officers responded to a 911 call at an address on Devonshire Drive. Investigation revealed that a husband and wife had been arguing and the argument turned physical.  After interviewing the man and woman, and examining the scene, the woman was taken into custody and booked in to the county jail on charges of Assault in the 4th Degree and Malicious Mischief.  

8:00 am.  An Anacortes officer received information that a driver with a suspended license was driving to Anacortes from Oak Harbor every day.  Based on this information he parked on R Ave and saw the suspect’s vehicle drive in to town at about 8:00 AM.  The officer contacted the male driver and confirmed that the man’s license was suspended.  The driver was issued a criminal citation for driving on a suspended license and advised not to drive until his license was reinstated.

4:15 pm.  During a traffic stop for speeding in the 2300 block of D Avenue, a records check showed that the driver had an arrest warrant out of the Burlington Municipal Court.  The driver was taken in to custody and transported to the Anacortes Police Department. She was booked and then released with a new court date and advised to make it to court on time in the future.

7:21 pm.  An officer responded to investigate the report of a smashed mailbox which was struck by a thrown pumpkin.  The mailbox was ruined and will cost approximately $100 to replace.  This was one of several cases that were received involving smashed mailboxes recently.  Officers are still seeking suspects.

7:22 pm.  An officer driving on Commercial Avenue recognized the driver of a nearby van as someone that he had previously arrested for DUI.  A records check showed that the man’s license was suspended as a result of the DUI arrest.  The officer made a traffic stop on the van and contacted the driver, who admitted that he knew his license was suspended.  He told the officer that he was driving because he had to go do his laundry. He was issued a citation and advised not to drive until his license was reinstated.

9:50 pm.  Just before 10:00 PM officers were dispatched to a motor vehicle accident in the 3600 block of Commercial Ave.  Upon arrival they observed a pickup truck in the front yard of a residence and learned that the driver of the vehicle had fled on foot after the accident. Witnesses at the scene thought that the driver had appeared to be intoxicated.  Officers searched the area and located the 21-year-old driver nearby.  He was taken into custody and processed for DUI and submitted samples well above the legal limit of .08.  He was issued a citation for DUI as well as Hit and Run and then released to a sober adult.  His pickup truck was towed from the scene.

11:13 pm.  A downtown bar called in a fight call after two male adults were observed fighting in the street outside the bar.  The two fled prior to the police arriving, but were quickly located standing in the parking lot behind a local restaurant.  As an officer approached the pair, one of the men fled on foot.  The officer identified himself and ordered the man to stop, but he fled for several blocks and got away.  While fleeing he lost one of the bowling shoes that he had been wearing.  A few minutes later another officer spotted a man trying to hide from her view. As she approached him he got in to the passenger seat of a car.  The officer contacted the man because he matched the description of the person who had fled from the fight call.  The suspect tried to deny that he had been involved in a fight, but it became apparent that he was the right man when he stepped out of the vehicle and was only wearing one bowling shoe.  He was taken in to custody and issued a criminal citation for Obstructing a Police Officer.

Saturday, Nov. 16

9:00 pm.  A resident on Kansas Avenue called to report that their mailbox had been smashed by a pumpkin.  This was one of several reports received in this area of damaged mailboxes.

10:50 pm.  An officer in the downtown area recognized a woman that she knew had a warrant out for her arrest.   She contacted the woman and took her into custody.  While searching the suspect she discovered that she was carrying suspected dried hallucinogenic mushrooms in a bag.  The suspect was taken to the office where she was issued a new court date and released after promising to appear for court. The mushrooms have been sent to the State Patrol Crime Lab for testing and felony drug charges may be forthcoming.

Sunday, Nov. 17

11:47 am.  Just before noon officers were asked by Border Patrol Agents to contact males in the area of Seafarer’s Park.  They had been suspicious of four males in an inflatable boat who had come ashore at the park and had contacted them to see what they doing.  Responding APD officers learned that one of the four men was in possession of methamphetamine.  He was taken in to custody and transported to the police station.  He was later released and felony drug charges have been forwarded to the Prosecutor’s office.

2:08 pm.  Anacortes officers were asked to respond to an address on Blakely Drive where the teen-aged son of the homeowner was “out of control.” Officers spoke with the family and learned that there had been a family argument and the teenager had become upset and threw a dish and overturned a table.  During the time the police were present things were calm and the family was able to come up with a plan for things staying that way for the rest of the day.  No physical arrest was made, but the juvenile has been referred to the Prosecutor’s office for the charge of Malicious Mischief in violation of the Domestic Violence Protection Act.

7:05 pm.  A resident on 8th Street called to report a man trying to get in to her home through the back door.  Responding officers found a highly intoxicated man in the backyard who thought he was at a different address two blocks away on 6th Street. After it was confirmed that no actual crime had occurred, he was given a courtesy ride to his home on 6th Street by an officer.

10:33 pm.  During the evening of 11/17 there was a shots fired call in the City of Mount Vernon.  The Mount Vernon Police Department broadcast an Attempt to Locate for a particular suspect vehicle that was seen leaving the area of the shooting with several people inside that were likely armed.  The vehicle was reportedly en route to the Anacortes area. A short time later Anacortes Sgt. C. Pruiett spotted the vehicle on Commercial Ave.  Officers made a traffic stop on the vehicle and the occupants were taken in to custody at gunpoint for officer safety reasons.  A Mount Vernon Police Detective came to Anacortes and interviewed the occupants of the vehicle.  The vehicle was also impounded as evidence by MVPD as part of their case.

Monday, Nov. 18

2:58 pm.  An officer took a report of stolen mail from a resident on Marches Point Road.  Several pieces of mail were taken from the mailbox in front of the house.  The victim was advised to contact her bank as at least one check was stolen.

11:57 pm.  Just before midnight Island Hospital advised that they had a 14-year-old girl at the Emergency Room who wanted to report herself as a Juvenile Runaway.  Officers went to the hospital and learned that the girl had been gone from her home for the past few days. Her father was contacted and he agreed to come to Anacortes from the Mount Vernon area and pick her up.

Tuesday, Nov. 19

2:33 pm.  An Anacortes officer made a traffic stop on Hwy 20 after observing a car going 66 MPH in the 55 MPH zone.  The driver admitted that he did not have a valid license.  A records check revealed that his license was suspended in the first degree because he was declared a “habitual offender”.  He also had two warrants out for his arrest for prior arrests for driving with a suspended license. The driver was arrested and taken to the police department and the vehicle was towed.  The suspect was issued a criminal citation for driving on a suspended license in the first degree and given a new court date for his two charges.  He was then released since the jail would not accept him for booking.

10:12 pm.  A traffic stop was made by an Anacortes officer after he observed a vehicle weaving on Highway 20 and assumed the driver might be intoxicated.  The male subject driving the vehicle turned out to be a convicted felon with three warrants out for his arrest, including a $5,000 bail warrant for a drug charge.  He was taken in to custody and transported to the Skagit County Jail.

Wednesday, Nov. 20

10:46 am.  The owner of a 1997 Volkswagen Jetta called to report that someone had broken out the headlight of her vehicle and taken the bulb that was inside. In addition, they took one of the side-light lenses and bulbs from the car while it was parked on 22nd Street overnight.

8:42 pm.  Officers responded to an address on 27th Court after a call was received that a juvenile male there was experiencing some sort of mental health issue.  Officers spoke with the boy, who was subsequently transported to Island Hospital.  

10:54 pm.  A citizen called 911 to report a possible drunk driver on HWY 20.  Officers located the car and contacted the driver.  He was not under the influence of anything, but did acknowledged that he had been very distracted and perhaps not paying close attention to his driving.  He agreed to pay closer attention and went on his way.

Thursday, Nov. 21

11:20 am.  A property management company called to report that a vacant residence under their management on Curtis Court had been broken in to and some appliances taken.  A wood stove, a dishwasher and an over are all missing from the property. The last time that the home was inspected by the property manager was January of 2013 and all of the items were there at that time.

2:33 pm.  Anacortes officers were dispatched to a family fight complaint on 34th Street. Investigation revealed that a mother and daughter had been yelling at one another and that the mother had kicked the daughter’s car, but no damage had resulted.  No crime occurred, but officers spent some time speaking with everyone involved and making sure that things would stay calm once the police left.  

3:40 pm.  A homeowner on Marches Point Rd called to report that someone had stolen a Stihl brand concrete saw from a shop on his property.  The homeowner had a possible suspect in mind, but declined to give the officer any information about the suspect until he had a chance to talk with the suspect himself.  No further investigation could be done by the officer without further information from the victim. The saw is valued at $500.  

5:47 pm.  A 26-year-old Anacortes resident was booked in to jail for felony violation of a court order and for felony assault after officers responded to a domestic violence call at a residence on 24th Street. Investigation revealed that the man had choked and punched his girlfriend after a verbal argument erupted in to a physical confrontation.  There was also a court order in place prohibiting the suspect from being at that residence or having any contact with the woman.  

Friday, Nov. 22

12:18 am.  Just after midnight officers were dispatched to a loud party / disturbance complaint on Burrows Court.  They discovered an intoxicated male from one apartment pounding on the front door of a nearby apartment and yelling.  When asked what he was doing the male subject replied that he was “being stupid,”  The intoxicated man was found to be carrying a gun, which was removed from him and unloaded for safety reasons. Officers also dealt with another subject from the same apartment who swore at the officers and claimed that their being there constituted harassment.  This subject was also highly intoxicated, loud and vulgar.. Both men stated that they were members of the National Guard.  There have been prior complaints at this particular apartment and the matter was handed over to the National Guard Command for review.

12:26 am.  Just after midnight Officer. T. Dotzauer entered the Anacortes Safeway store and recognized a person standing on line as someone with a current felony warrant for his arrest.  He contacted the subject and confirmed his identity.  When he advised the man that he had a warrant he tried to quickly walk away.  Officer Dotzauer advised him he was under arrest and placed him in to handcuffs. The warrant was for felony drug charges and there was no bail.  The man was transported to the county jail and booked in.

2:40 am.  Officer T. Clifford observed a subject that he believed had a suspended license walk out of a store and drive off.  He followed the vehicle while a records check was conducted and learned that the male subject also had a warrant for his arrest. Officer Clifford conducted a traffic stop and took the male subject in to custody.  The suspect was searched and found to be carrying a metal tin of dried mushrooms.  He admitted that he knew that they were illegal hallucinogenic mushrooms and told the officer that he realized he had made a mistake and should not have had them.  He was transported to the police station and given a new court date for his warrant.  He was released and advised that felony charges were going to be filed for his possession of the illegal mushrooms.
