Police Blotter, April 5 - 11, 2013

A 53-year-old Friday Harbor man reported on Thursday that he had been struck by a truck the previous night while crossing Commercial Avenue.  The man said that he had been very intoxicated and had walked into the roadway without looking and a truck had hit him.  The man said that truck driver stopped but that he told the driver he was okay and could leave. The man told police that he was reporting the incident because he didn’t have medical insurance and needed “crime victim’s compensation” to pay for his medical bill at the emergency room where he went for evaluation after being struck.  The man was informed that he was not a “crime victim” as he had walked out into traffic due to his intoxication.  The man had no information on the alleged vehicle or driver.

Here are some of the other cases Anacortes Police worked on last week.

Friday, April 5

9:00 pm.  An officer recognized a passenger in a car he stopped in the 1100 block of M Avenue as a 26-year-old Anacortes man who had two outstanding warrants for his arrest.  The misdemeanor warrants were for previous charges of theft and driving with a suspended driver’s license.  The man was placed under arrest and taken to the police station where he was later released after receiving new court dates as the jail would not accept him for booking due to overcrowding.

Saturday, April 6

1:43 am.  An officer stopped a car on Q Avenue for speeding and identified the driver as a 26-year-old Texas man.  The man smelled of intoxicants, but he told the officer that he was acting as the “designated driver” for his two friends who were passengers in the car.  The man also told the officer that he did not have a current driver’s license.  The man’s speech was slurred and he performed poorly on field sobriety tests.  He was placed under arrest for drunk driving and taken to the police station where he declined to take the breath test.  He was issued a criminal citation charging him with DUI and driving without a valid driver’s license.

5:12 am.  Police responded to a home in the 1600 block of 25th Street after the parents of a 22-year-old man reported their son had violated a no-contact order by coming to their house.  The couple reported that their son had pounded on the front door seeking his medication before leaving in a vehicle.  Approximately an hour later, an officer spotted the son driving on J Avenue.  The officer activated his emergency lights, but the vehicle failed to stop and sped away while failing to stop for the stop signs at 22nd and 20th Streets.  The vehicle raced east on 20th Street and ran the stop sign at M Avenue at such a high rate of speed that it lifted off the ground after hitting a bump and knocked the muffler loose.  The vehicle was then located parked in a coffee shop parking lot in the 2100 block of Commercial Avenue.  Customers gestured to officers that the man was inside of the coffee shop.  Police located the man inside of the shop and he refused commands to lie down while saying that he was “Jesus Christ.”  He was taken to the ground and placed under arrest while he continued to make nonsensical comments.  He did say that he had fled from the officers because he “didn’t want to get caught.”  He was booked into jail on charges of violating the no-contact order and eluding.

7:23 am.  The windows to three exterior doors at the high school were discovered to have been shattered.  Large rocks found at the scene were believed to have been used to break the glass.  The damage was estimated at $3,000 and the suspect is unknown at this time.

9:36 am.  A car parked in the 1500 block of 22nd Street that was believed to have been left unlocked was prowled during nighttime hours.  A Magellan brand GPS unit, a phone charger, and a couple of music CD’s were stolen from inside.

10:22 am.  A pickup that had been left unlocked with the keys inside was stolen during the night from a home in the 1200 block of 15th Street.  The truck was found abandoned in the morning partially on the sidewalk at the intersection of 29th Street and J Avenue.  The truck was not damaged and nothing appeared to have been stolen from it, but there were several beer bottles in the back of the truck that the owner said were not his.  The suspect is unknown.

10:19 am.  A commercial diving dry-suit valued at $1,100 was stolen from the front porch of a home in the 1400 block of 16th Street.  The dry suit had been left on the porch overnight to dry out.

9:23 pm.  Police responded to a home in the 2500 block of Bryce Court after a witness reported seeing a man and woman fighting.  Officers contacted a 25-year-old woman and her 28-year-old boyfriend at the home.  The woman was intoxicated and told officers that she and her boyfriend had been arguing and had started pushing each other and that she had “pushed him first.”  The man told police that a friend was driving the couple home when his girlfriend kicked and punched him in the face repeatedly causing his nose to bleed.  The woman allegedly continued to punch him after they arrived home and they ended up on the ground.  The man had a bloody nose and redness on his face.  The woman admitted to punching the man in the face and giving him a bloody nose.  She was booked into jail on charges of domestic violence assault.

Sunday, April 7

3:16 am.  Residents of the 3400 block of W. 3rd Street reported that an unknown man was banging on their front door while yelling “I’m going to break in!”  Police arrived and found a 20-year-old Anacortes man on the front porch that had blood on his hands.  The man was unsteady on his feet, had slurred speech, smelled of intoxicants, and was obviously intoxicated.  The man was placed under arrest for underage drinking and he became verbally hostile.  He wanted to know why the police “were chasing him” and he claimed the senior citizen-aged resident of the home was an “underage drinker.”  The man was issued a criminal citation for MIP and taken home and released to his mother.

4:03 am.  The same 20-year-old man from the previous case was charged with misdemeanor assault after he allegedly punched another man at a home in the 4400 block of Oakes Avenue.  The suspect was at the home visiting a friend when he allegedly entered a bedroom and “jumped” the victim who he had a history of not getting along with.  The victim suffered abrasions to his head and ribs.  It is believed that the blood on the suspect’s hands from the previous incident occurred when he punched the victim.  The suspect had left prior to officer arrival and he was later issued a court summons for the assault charge.

10:00 am.  An Anacortes couple driving south on Commercial Avenue told police that their car had been struck by a vehicle that had passed them illegally in the center turn lane.  The victim’s car was dented and the suspect vehicle fled the scene eastbound on 22nd Street.  The fleeing vehicle could only be described as an older small black car.

10:35 am.  A 19-year-old Anacortes man was booked into jail on residential burglary charges after he allegedly stole a bicycle out of the garage of a home in the 3200 block of M Avenue.  The homeowner saw the suspect riding his bike away from his garage and chased the suspect on foot.  The suspect jumped off the bike and began to run, but the homeowner tackled the suspect in a yard in the 1300 block of 33rd Street.  The homeowner detained the suspect until the police arrived.  The suspect allegedly told the homeowner that he thought he was at someone else’s house, but when questioned by the police the suspect denied being in the victim’s garage or stealing the bike.

2:17 pm.  A 25-year-old Anacortes woman was arrested on charges of malicious mischief after a resident of the 1100 block of 34th Street saw the suspect smash out the front window of the victim’s apartment by throwing a bicycle through the glass.  The suspect was then seen fleeing inside of a neighboring apartment.  Police went to the neighboring apartment where a 28-year-old woman repeatedly told officers that the suspect was not there.  The woman initially told the officers they could not come inside and check for the suspect and closed the door.  About five minutes later, the woman changed her mind and allowed officers to search the apartment.  The suspect was then located hiding inside of a clothes dryer.  The suspect admitted to breaking the window after saying that she had ongoing issues with the victim.  The suspect was issued a criminal citation for malicious mischief.  The 28-year-old woman was also issued a citation for rendering criminal assistance.

Tuesday, April 9

9:18 am.  A black colored Next brand kid’s mountain bike valued at $80.00 was stolen off the back porch of a house in the 1600 block of N Avenue.  The bike had not been locked.

Wednesday, April 10

11:19 am.  A 19-year-old Anacortes man was arrested on an outstanding Department of Corrections warrant in the 1300 block of 26th Street.  The man also had a misdemeanor warrant out of Oak Harbor.  He was turned over to a Department of Corrections officer for booking into the Oak Harbor jail.

12:48 pm.  An employee investigating a slow flushing restroom toilet at a hardware store in the 1700 block of Q Avenue discovered the packaging to a flashlight stuffed inside of the toilet tank.  Surveillance video showed a man carrying the packaged flashlight from the store into the bathroom and then walking out without it.  The video showed the man leaving the bathroom without the flashlight but his walking gait was significantly different and it was believed the man had concealed the stolen flashlight into his pants.  The stolen flashlight was valued at $40.00 and police are trying to identify the suspect.

5:15 pm.  Police received a tip that a 50-year-old woman who had three felony warrants was at a home in the 600 block of Longview Avenue.  Police confirmed the Snohomish County Superior Court warrants and all of them were for the charge of failing to appear for community supervision hearings.  The woman was contacted at the home and placed under arrest without incident.  She was booked into the county jail.

Thursday, April 11

12:28 am.  An officer stopped a Volkswagen van in the 1900 block of 23rd Street for having a defective taillight.  The driver and lone passenger were each 18-year-old Anacortes women.  The van smelled of marijuana and after a brief discussion, the passenger handed over small sandwich bag containing a few marijuana buds.  Both women claimed that the marijuana did not belong to them.  Since the passenger removed the marijuana from the area where she had been sitting, she was issued a criminal citation for illegal possession of marijuana.

2:45 am.  Police investigating a domestic disturbance at an apartment in the 1000 block of 22nd Street learned that an intoxicated man and woman had been playfully wrestling around and no crime had occurred.  However, the 25-year-old man had an outstanding warrant for DUI with a $10,000 bail.  The man was arrested on the warrant and booked into jail.

4:36 pm.  Someone stole an iPhone charger and an auxiliary cable from an unlocked SUV that was parked in the 1600 block of M Avenue.
