Police Blotter, Dec. 20 - 27, 2012

He told officers that his surveillance system captured a video of three teenage girls repositioning the decorative lighted reindeer in his Christmas display into lewd positions and then adding an additional reindeer on Sunday, Dec. 23. The lighted reindeer is in police custody until his owners claim him.

Here are some other cases Anacortes Police worked on last week.

Thursday, Dec. 20

9:00 am.  A contractor in the 1000 block of 17th St. reported that two tool bags were taken form a work shed overnight. The tools included miscellaneous hand tools with the initials RW on them and a Dewalt power drill. ON 12-21 a resident in the 1200 block of 18th reported finding some of the tools in one bag hidden under some boards.  The contractor confirmed they were his but his drill and some of the hand tools are still missing.

On Dec. 17, a gift shop in the 600 block of Commercial Ave. reported that a woman had stolen a gold nugget pendant valued at $5,800 from a display case.  The business played back their surveillance video for officers and officers were able to identify the woman as a 35-year-old Anacortes woman who has three outstanding for her arrest, one for failing to appear for jail after being convicted of theft.  A second woman was also seen on the video selling a college class ring.  The 42-year-old Anacortes woman is well known to Anacortes women and has an extensive criminal history.  Officers were able to trace the ring and other jewelry items the woman sold back to a theft from a residence in the west end.

Officers knew both women to frequent a home in the 2200 block of 4th St. and began checking the area frequently for the women.  On Dec. 20, an officer passing through the alley behind the home recognized a 20-year-old woman who is a know associate of the other two women.  The 20-year-old was arrested on an outstanding misdemeanor warrant.

The 42-year-old woman was located in the home and was arrested on 11 outstanding warrants and is facing charges of trafficking in stolen property and possession of heroin.  A 43-year-old transient man was also arrested in the home for failing to register as a sex offender.

Officers were looking for the 35-year-old woman in connection with the theft of the nugget pendant.  She also had three outstanding warrants for her arrest and a pending drug charge.  On Dec. 27, the woman walked into the police station and turned herself in on the warrants.  She denied any involvement in stealing the ring, but was booked into jail on the warrants. The case is under further investigation.

Friday, Dec. 21

6:29 pm.  A 20-year-old Anacortes woman reported her purse and cell phone were taken while she visited a friend in the 1000 block of 23rd St.  Officers followed up on a couple leads but were unable to identify the culprit.

Saturday, Dec. 22

1:01 am.  A 26-year-old Anacortes man was arrested for DUI after an officer on routine patrol observed the blue station wagon they were driving swerving into the northbound lanes while traveling southbound on “Q” Ave. The driver pulled into a grocery store in the 900 block of 11th St. where the officer observed the man had poor balance, slurred speech, and appeared to have vomited.  A second officer arrived and administered field sobriety tests. The driver failed the test and was arrested and transported to the police department for a blood alcohol test. The test results were over double the legal limit of .08.  The man’s car was impounded, he was cited for DUI and released to a sober adult.

9:02 am.  A couple in the 2000 block of “M”Ave. asked police to come and remove a person from their home.  The “house guest” was a 30-year-old man from the Republic of Gambia. The man presented officers with a fraudulent resident alien card.  This prompted a call to the US Border Patrol. Reportedly the man entered the U.S. on a student VISA in 2009.

10:21 am.  An auto dealer in the 12,000 block of Thompson Rd. reported that a bronze 2009 Dodge Ram 1500 pick up was stolen from the lot within the last several days.  The truck did not have license plates on it.  It is valued at $16,900.

4:59 pm.  A 15-year-old girl was arrested at her home in the 1700 block of 28th Street after officers found her hiding inside of a closet.  The girl had a Juvenile Court “pick-up order” for numerous probation violations.  She was booked into juvenile detention.

6:00 pm.  A woman who was shopping in Anacortes reported that items were taken from the trunk of her car as it was parked in the 900 block of 9th St.  The woman told officers that she believed she had not locked her car but had placed her Garmin GPS and Ruger .380 cal. Pistol in the trunk.  She believes that someone entered her unlocked car, pushed the trunk release and stole the items.

Sunday, Dec. 23

3:45 am.  A 21-year-old Blaine man will be charged with assault 4th/domestic violence after an incident with his ex-girlfriend in the 2200 block of “H” Ave.  The 21-year-old Anacortes woman advised her ex-boyfriend showed up at her home at about 1:30 AM and wanted to discuss their previous relationship. The conversation grew heated and the woman’s father woke up and asked the young man to leave.  According to the woman, as the man was leaving he slammed the door against her arm causing her to drop her cell phone and hurting her arm.  Officers were unable to locate the man who lives in Blaine.

Monday, Dec. 24

8:52 pm.  A Chevy pickup that was parked in the 1400 block of 32nd Street was hit by another vehicle that fled the scene.  A neighbor reported seeing a green van hit the victim’s vehicle, but was unable to provide any description of the hit and run driver.  The driver’s side mirror was broken off of the victim’s pickup and there was a scuff/paint transfer down the length of the driver’s side.  The damage was estimated at $500.

Tuesday, Dec. 25

11:08 pm.  A 24-year-old female transient who had a felony malicious mischief warrant and a misdemeanor warrant for theft was arrested inside of a trailer parked off an alleyway near 4th Street and R Avenue after a man in the trailer initially told police that the woman was “out of town.”  The woman was found hiding under a blanket inside of a kitchen cupboard.  The woman told police that she had hid because she was in the process of “figuring out” her warrants.  The woman was booked into the county jail on the warrants.

Wednesday, Dec. 26

10:26 am.  A 39-year-old man was arrested on four misdemeanor warrants for previous charges including assault, disorderly conduct, and criminal trespass and one felony warrant for previous drug charges at his home in the 4000 block of L Avenue.  The man repeatedly refused to come outside and told the officers that he would come out “when he was good and ready” after repeatedly being informed he was under arrest.  The man came near the front doorway and an officer grabbed him and pulled him outside.  Police had been unable to enter the home due to a snarling, aggressive dog that the arrested man said was a “federally-registered service protection dog.”  Police had been using a broom to keep the dog at bay while trying to get the man to come outside.  The man was booked into jail on the warrants and faces an additional charge of resisting arrest.

11:13 am.  Police are investigating the theft of valuable flatware from a home in the 3800 block of Copper Pond sometime since Thanksgiving.  Police have a possible suspect and the theft is under further investigation.

3:11 pm.  A wooden 2 foot by 3 foot sandwich board type sign advertising church services was stolen from where it had been placed at the intersection of 12th Street and D Avenue.   The sign was valued at $100.

5:34 pm.  Police received a tip that a 16-year-old Anacortes boy who had an outstanding warrant for his arrest from a 1st Degree Trespassing charge was at an apartment in the 900 block of 23rd Street.  The boy was located at the apartment and taken into custody.  He was booked into juvenile detention.

11:40 pm.  An officer on routine patrol in Washington Park contacted the occupants of a car parked near the children’s play area after hours of closure and identified them as an 18-year-old Anacortes man and a 17-year-old Anacortes girl.  The officer smelled the strong odor of marijuana from inside of the car.  The couple claimed that there was no marijuana in the car but the officer saw a baggie sticking out of a compartment in the driver’s door.  The man removed the baggie and the officer saw that it contained marijuana.  The man admitted that the marijuana belonged to him and he was placed under arrest.  A marijuana smoking pipe was then found in his coat pocket.  The man said that he had gotten the pipe as a “Christmas present.”  The man was issued a criminal citation for illegal possession of marijuana and drug paraphernalia and then released.

Thursday, Dec. 27

9:42 am.  A man kicked in the door of an occupied home in the 800 block of 32nd Street at about 9:45 in the morning. He stole two sets of keys and a $50 bill before fleeing on foot. As he was running away he was seen by the mother of the two teenaged girls that were inside of the apartment when he kicked in the door. The mother was able to give a good description to responding officers and the man was taken in to custody on Commercial Ave about 15 minutes later.  The investigation revealed that the man was trying to get to Seattle from the San Juan Islands and he broke in to the home looking for car keys or some cash.  The suspect did not know the victims.  He told investigators that he realized that the home was occupied, but that he elected to break down the door anyway.  The cash and keys that were stolen were recovered.  The suspect was booked in to the Skagit County Jail for Residential Burglary.

2:33 pm.  A 35-year-old Anacortes woman walked into the police department and turned herself in on three outstanding warrants.  The warrants were all from previous theft charges and one of them had a “no-bail” jail commit.  The woman was also interviewed about her possible involvement in a recent theft in Anacortes and she denied any involvement.  The woman was booked into jail on her warrants.  While being processed at the jail, the jail staff found a plastic tube containing 22 prescription pain pills that were believed to have been concealed inside of a body cavity of the woman.  The woman admitted that she had concealed the pills and brought them into the jail for her use.  The woman faces new felony charges of possession of a controlled substance and bringing contraband into the jail.

8:40 pm.  Police were sent to check on the welfare of what was reported as a “teenaged” boy who was having trouble standing up in the 1500 block of 10th Street.  Police located the actual 20-year-old transient who was lying on the ground, incoherent, and had the strong odor of intoxicants on him.  The man appeared to be heavily intoxicated and was having difficulty breathing on his own.  Paramedics were summoned and while they were en route, police looked for any identification on the man as he was incapable of speaking or moving on his own.  In doing so, police found a baggy of marijuana in the man’s pant pocket.  The man was taken to the hospital for treatment and was later issued a criminal citation charging him with unlawful possession of marijuana and underage drinking.
