The Police Blotter, Nov. 28, 2010

A 15-year-old intoxicated girl was left in the care of Child Protective Services after police could not locate a family member or competent adult to release her to.  Officers responded to the hospital emergency room after the 15-year-old was brought in by ambulance for an alcohol overdose on Friday, Nov. 19.  The girl’s 16-year-old sister who lives in Anacortes told officers that her younger sister was here visiting, but went out earlier in the evening and then called about 2:45 am for a ride home from the 3000 block of “R” Ave.  When the 16-year-old met the younger girl, she saw that she needed medical attention and called the ambulance. 

Officers attempted to get the girl’s mother to respond from Bellingham, but she refused.  They also called a 22-year-old sister who lives in Skagit County, but she also refused to respond.  Child Protective Services would not respond until the girl’s blood alcohol was below a .08.  At 11 am, officers were called back to the Emergency Room because a 32-year-old La Conner man was trying to pick up the girl.  Officers could not verify that the girl’s mother approved of the girl being released to the man and the man had warrants for his arrest.  Another call was made to Child Protective Services, which responded from Seattle and took custody of the girl at 3 pm.

Friday, Nov. 19

A valuable mens mountain bike was reported stolen overnight from the 400 block of “O” Ave. The bike had been left locked overnight and was discovered missing on Friday.  The silver “Merlin” brand Mountain bike has an AMP front fork and has front suspension.  The owner valued the bicycle at $5,000. 

A clerk at a convenience store at Sharpes Corner reported he had caught a 44-year-old man shoplifting in the store.  The man admitted the theft to the clerk and returned the sun glasses he had taken.  The clerk got the license number of the vehicle the man was riding in and asked police to follow-up with him and advise him not to return to the store.  Officers located the man at a residence on west 3rd St. and though he admitted the theft, he attempted to conceal his identity from them as he had an outstanding misdemeanor arrest warrant.  He was subsequently arrested on that warrant.

Saturday, Nov. 20

A 55-year-old Anacortes woman was arrested for DUI in the 400 block of Commercial Ave.  An officer watched the vehicle she was driving turn right on Commercial Ave. without signaling the turn.  As the officer pulled behind her vehicle she pulled to the curb.  When the officer contacted the woman, she reportedly displayed obvious signs of intoxication including watery bloodshot eyes, poor vision, and slurred speech.  She was given field sobriety tests and arrested for DUI. She was taken to the Police Department for a blood alcohol test.

Officers received a report of a car/bicycle accident that occurred at 32nd St. and Commercial Ave.  A motorist was westbound on 32nd crossing Commercial Ave. when the rear quarter panel of her vehicle was struck by a northbound bicyclist who had not stopped for the red light on Commercial Ave.  The cyclist got back on his bike and left.  The motorist followed the man to make sure he was OK and exchange information.  The cyclist said he was alright and gave the driver his information. 

Two 19-year-old Anacortes men and an 18-year-old Anacortes woman were arrested for being minors consuming alcohol after a vehicle they were riding in was stopped for speeding.  An officer observed the vehicle enter the roundabout westbound from SR 20 at a high rate of speed and heard the tires squeal as the driver tried to negotiate through the maneuver.  The officer stopped the vehicle and identified the driver as an 18-year-old Anacortes woman.  The officer could smell the odor of alcohol coming from the vehicle and the three passengers all appeared to be under 21 years old and under the influence.  The driver had not been drinking and was given a warning for her driving. The passengers were call cited and released. 

Sunday, Nov. 21

Police were summoned to a residence in the 2600 block of “R” Ave. to a report of an intoxicated female who was reported to be out of control.  Police contacted a very intoxicated and emotional 29-year-old woman and her 44-year-old boyfriend.  The boyfriend had a fat lip and numerous objects in the apartment appeared to have broken by the woman.  She was arrested and transported to jail for assault 4th degree domestic violence.

A 16-year-old Anacortes boy was arrested and transported to juvenile detention after he returned home intoxicated.  The boy had previous arrests and a condition of his release from detention was that he not consume alcohol.  When he returned home and appeared to have been drinking, his parents called the police who administered a portable breath test prior to arresting him.

The caretaker of a residence in the 3000 block of “L” Ave. brought a video surveillance disk to police that shows a young woman with long blond hair taking items off the porch of the residence.  An old rocking chair and door mat were taken.  The theft occurred on 1Nov. 17 at 4 am according to the video.

A 46-year-old man was arrested and booked into Skagit County Jail after officers received a report that he was driving a motor scooter while intoxicated in the area of 17th  St. and Commercial Ave.  As an officer was approaching the area southbound from 12th and “O” Ave. he observed the scooter traveling northbound on “O” Ave. across 12th St.  That intersection is a right turn only intersection for northbound traffic.  The officer activated his lights and sirens and attempted to stop the scooter but the driver turned onto “N” Ave. and eventually into an alley between 6th and 7th St. The man dismounted the scooter, but was able to maintain his balance and the scooter rolled back toward the police car.  The scooter was eventually parked correctly and the man continued to show obvious signs of intoxication and was arrested and transported to the Police Station for a blood alcohol test.  The officer noted the man’s driver’s license had previously been suspended in May of 2010.

Monday, Nov. 22

A 32-year-old Sedro-Woolley man and his 29-year-old girlfriend are facing charges of possession of narcotics following a traffic stop for speeding in the 1200 block of Dakota Ave.  An officer stopped the vehicle the two were traveling in for speeding.  As the driver did not have a driver’s license, the officer asked the female passenger if she had a license.  She did not have a license either but did have a warrant for her arrest from Bellingham.  Some narcotics were discovered in her purse on her arrest.  A search warrant was obtained for the vehicle and more drugs were discovered inside.  A drug sniffing dog from the Swinomish Tribal Police Department assisted with the search. 

Police responded to 9 vehicle collisions or snow-related traffic hazards on Monday morning.  None of the events involved injuries. 

Bad roads may have been the motivation for the reported theft of a 1984 black Toyota 4-wheel drive pick up from the 4000 block of Kingsway.  The truck was parked but unlocked in the driveway at 5pm.  At 6:30 pm, the owner discovered it was missing.  The truck license plate is Washington #A93413W.

A resident in the 900 block of 27th returned home after being away for a few days to find his house burglarized and numerous expensive electronic items taken.  Two SLR Nikon digital cameras, lenses, tripod, and other accessories were taken, along with a Mac computer and computer accessories, and a 34” flat screen television. Some lose currency and a silver certificate was also taken.  The total value of missing items is over $7,000. 

Tuesday, Nov. 23

A resident in the 3900 block of Broadview returned home from work to find a man her daughter used to date asleep on the couch.  She awoke the 19-year-old man and told him to leave and called police, who cited the man for criminal trespass. 

Wednesday, Nov. 24

A SKAT bus driver requested assistance in removing an intoxicated individual from the bus at the March’s Point Park and Ride.  Officers contacted an intoxicated 43-year-old Sedro-Woolley man.  Because of the cold weather they did not want to leave the man stranded after removing him from the bus. Officer’s transported him to Reservation Rd. to meet the Swinomish Tribal Police, who gave him a ride to a relative’s house nearby.

A resident in the 2600 block of “H” Ave. reported a Garmin GPS, Sony digital camera, and some 12 volt charging cords taken from his vehicle in the past week.  The vehicle was parked in the driveway of the residence.

Thursday, Nov. 25

A 29-year-old Anacortes woman came to the Police Department that her estranged husband had been texting her in violation of a domestic violence restraining order.  Officer’s observed the messages and then contacted the  42-year-old man at his residence.  He acknowledged sending the messages and reportedly said he did it because of the holiday.  He was arrested and transported to jail.

A 53-year-old Maple Valley man was cited and released for public indecency after an officer observed him urinating in public on the east side of a convenience store located in the 1100 block of 12th St.  The man appeared intoxicated and was swaying and slurring his speech while he spoke. 

Friday, Nov. 26

A 30-year-old Everett woman was arrested for DUI after an officer pulled her vehicle over to warn her about a vehicle headlight being burned out.  When the officer spoke with her she exhibited signs of intoxication.  She failed field sobriety tests, was arrested and taken to the police department for a blood alcohol test. 

A body was discovered floating near O dock in the north basin of the Cap Sante Marina.  The man has been identified as 54-year-old Whidbey Island resident Edward Chapin. The coroner’s office is handling the case.  It does not appear that foul play was involved.
