The Police Blotter, Oct. 31, 2009

Round-shaped orange stickers believed to have been taken from a grocery store were discovered stuck to windows, doors, signs, and many other areas on the grounds of the High School on Thursday, Oct. 29.  The stickers were arranged to spell out many derogatory and profane words, and also a swastika.  The stickers were also found to be stuck to numerous stop signs, three vehicles, and a transformer box in a path running east on 20th Street and then north on O Avenue.  Security camera footage at the High School led to the identity of two Anacortes teenaged boys.  An officer spoke with one of the boys (age 16) who identified three other teens as being involved.  The boy did not show any remorse and said that he and his friends had been “bored.”  Police contact with the other boys is pending as are possible charges of malicious mischief. 

That's just one of the reports Anacortes Police worked on last week.

Friday, October 23

Graffiti was spray painted on the exterior walls, a concrete loading ramp, and some cargo containers at a business in the 1500 block of Commercial Avenue.  The graffiti targeted an employee of the business who told the police that she had earlier confronted two male teens in the store over alleged shoplifting.  Store surveillance video assisted police in identifying a 16-year-old Anacortes boy who was later contacted and admitted to spray painting the business “a little bit.”  The boy said that his 15-year-old friend had performed the majority of the graffiti after they had “found” some spray paint in the bushes behind the store.  The second boy fled his house when he learned that the police wanted to speak with him.  The second boy later called the police and agreed to come to the station and speak with an officer.  The second boy also admitted he had done something “stupid” and spray painted the building and cargo containers.  Both boys were referred to Juvenile Court for malicious mischief.   

Witnesses reported finding several teenagers in a dugout at baseball fields in the 1900 block of 13th Street smoking marijuana.  The teens left prior to officer arrival but an empty baggy that smelled of marijuana was found inside of the dugout.  The witnesses were able to provide the names of six Anacortes boys who had been in the dugout.  Police contacted the parents of the boys to inform them of the complaint.  No criminal charges will be sought due to insufficient evidence and the police not witnessing the activity.     

Someone entered a shed in the 1700 block of Baker View Court and stole and a set of socket wrenches.  The shed was inside of a fenced year, but was unlocked.  The culprit is unknown at this time.   

Saturday, October 24

An officer stopped a van driven by a 47-year-old Everett man in the 2800 block of Commercial Avenue for speeding and tailgating another van driven by the man’s friend.  When asked why he had been speeding and following too closely, the man said that he had just been “trying to keep up with his friend.”  The man smelled of intoxicants, was unbalanced on his feet, and admitted to having “a couple of beers.”  The man failed field sobriety tests and was placed under arrest for drunk driving.  The man declined to take a breath test as he told the officer that his license was going to be suspended anyway from a previous DUI arrest.  The man was issued a citation for drunk driving and released to a sober friend.   

A 33-year-old man was arrested at his apartment in the 1100 block of 24th Street on two outstanding felony warrants for non-payment of child support.  During a search of the man, a small amount of marijuana and a marijuana smoking pipe were located in his pocket.  The man was taken to the police station where he was issued a citation for possession of marijuana and drug paraphernalia.  The jail would not accept him for booking on the warrants due to overcrowding, so he was released.  

Sunday, October 25

An officer stopped a car on SR 20 near Christianson Road after watching it weaving in the roadway and not signaling.  The driver was identified as a 45-year-old Hope Island woman who smelled of alcohol, had bloodshot eyes, and lethargic movements.  The woman said that she had drunk some wine and beer.  The woman failed field sobriety tests and was placed under arrest fro drunk driving.  The woman was taken to the police station and processed.  She provided breath samples that were over one and a half times the legal limit.  She was issued a citation for DUI and released to a sober friend.       

A woman living in an apartment in the 1100 block of 6th Street reported that an unknown man who appeared to be intoxicated had been knocking on her door.  Police arrived and found the man on the side of the building pulling up his pants.  The man was extremely intoxicated and initially uncooperative, but he was identified as a 36-year-old Anacortes resident.  The man said that he had been drinking at a downtown bar, got intoxicated, and was trying to make his way home.  He was given a courtesy ride home and released to his girlfriend.   

Officers went to a home in the 1000 block of 6th Street looking for a 24-year-old man that had an outstanding warrant for his arrest.  The man with the warrant was not at the house, but officers spoke inside with an 18-year-old man who appeared to be intoxicated and admitted that he had a couple of beers.  He was placed under arrest for underage drinking.  Officers also located a small amount of marijuana on the man during a search incident to his arrest.  The man was issued a citation for MIP and possession of marijuana. 

While officers were standing outside the house, another teenaged male approached them who also had bloodshot eyes and slurred speech.  The teen was identified as an 18-year-old Anacortes resident who admitted that he had a “few beers.”  The second teen was also issued a citation for underage drinking.  He was transported home and released.       

A woman living in the 2600 block of 17th Street reported that her 45-year-old boyfriend of many years had come to her home in violation of a court order that prohibited from being at the house.  The woman said that the boyfriend had driven his car into the side of her house causing cosmetic damage and then driven off.  Other witnesses confirmed this.  When officers arrived in the area, witnesses told them that a car had driven off the roadway and down a rocky embankment in the 2800 block of 17th Street.  Officers contacted the man who was still in the car and identified him as the woman’s boyfriend.  The man said that various parts of his body hurt and he was transported by paramedics to the hospital.  His car was towed from the scene.  The man was disruptive at the hospital but it was learned that he was not seriously hurt.  The man was booked into jail on charges of violating the no-contact order and hit and run.  

Monday, October 26

A Portland Oregon woman reported a hit and run to her BMW while it had been parked for a few days at a lot at the Washington State Ferry terminal approximately three months prior.  The rear quarter panel and bumper sustained approximately $1,300 in damage.  The woman’s insurance company required a police case number.  The offending vehicle and driver are unknown.

A checkbook and a book of checks were stolen from a residence in the 6100 block of Parkside Drive.  The victim had already closed the account.

Tuesday, October 27

A dual-axle utility trailer valued at $5,000 was reported stolen from a business in the 8600 block of South March Point Road.  The trailer had reportedly been missing from the equipment yard of the business for over a month. 

A 35-year-old Anacortes man reported that his 38-year-old girlfriend had punched him with her fist while they had been inside of a car in the area of 28th Street and R Avenue.  The woman then reportedly walked away.  The man told officers that he and the woman had been arguing over drug issues when the woman punched him the face and kicked him.  Officers were unsuccessful in locating the woman at the time.  She was later issued a court summons for domestic violence assault.   

Wednesday, October 28

Witnesses reported that the driver of a car in the area of 28th Street and Commercial Avenue was possibly drunk.  An officer stopped the car for an equipment violation and identified the driver as a 30-year-old Mount Vernon man.  The man smelled of alcohol, had watery bloodshot eyes, and admitted to having “three drinks” earlier at a downtown bar.  The man was very unsteady on his feet and failed field sobriety tests including providing a portable breath test that was almost twice the legal limit.  He was placed under arrest for drunk driving and transported to the police station where he refused to submit to a breath test.  The man was issued a citation for DUI and released to a sober friend. 

A Specialized Hot Rock girl’s mountain bike valued at $260 was reported stolen from a garage in the 1300 block of D Avenue. 

A homeowner in the 3200 block of M Avenue discovered a hole in a large thermo pane window that was believed to have been caused by being shot with a BB.  The damage was estimated at $600. 

The owner of rental property in the 1100 block of 4th Street reported that he suspected a former tenant of damaging an apartment after he informed the 44-year-old man that he was being evicted for not paying rent.  The owner discovered that the front porch light had been removed, the power cords to all of the appliances had been cut, and a natural gas valve had been left wide open.  The Fire Department had also responded to the odor of natural gas.  Police are attempting to locate the former tenant to speak with him about the damage.  

Police contacted a 45-year-old man at an apartment in the 700 block of Q Avenue and arrested him for having an outstanding felony warrant from a previous assault charge.  A pill bottle with a small amount of marijuana was also found near the man and he admitted it belonged to him.  The man was booked into jail on the warrant and also issued a court summons for possession of marijuana. 

Thursday, October 29

A Trek brand “US Postal” mountain bike valued at $2,100 was reported stolen from a home in the 600 block of Hillcrest Drive.  The victim reported that he had last seen the bike in August. 

A Trek brand “Jetta” bicycle valued at $600 was reported stolen from a storage unit at a storage facility in the 7600 block of SR 20.  The victim said that he had confronted a 42-year-old Mount Vernon man with whom he shared the storage unit and claimed the man had admitted to taking the bike and selling it.  The victim did not know to whom the bike had been sold.  The investigation is ongoing. 

Officers spoke with a 39-year-old Anacortes man after his friend reported that the man was making suicidal comments.  An officer spoke with the man who made several bizarre statements including demons were chasing him and his head was on fire.  The man was transported to the hospital for evaluation and treatment. 

Officers arrested a 44-year-old man at a residence in the 4600 block of Devonshire Drive for having an outstanding arrest warrant for a previous theft charge.  The warrant had a ten day jail commit and the man was booked into jail.

Friday, October 30

Anacortes officers assisted a Department of Corrections officer in arresting a 23-year-old Sedro-Woolley man near the Guemes Ferry terminal on a Department of Corrections warrant.  The man had been classified by DOC as “high violent” and had failed to report to his Community Corrections Officer.  The man was booked into the Skagit County Jail on a DOC detainer.
