A plan to build a 5-building mixed-use complex where the temporary off-leash dog park is located on Ninth Ave. passed the City Planning Commission Wednesday night and will now go on to the City Council.

Homestar’s Marina Place would include 20 condominiums and 7,000 square feet of office/commercial space on Ninth St., between Q Ave. and R Ave. The condos would range from around 800 square feet to 1,500 square feet on the 2nd and 3rd floors with office/commercial space at ground level.

This is the second time Homestar has come in with a plan for this land. Tim Wiersma, representing the developer, told the Planning Commission that these plans include more commercial space than the earlier plans. The earlier plan had been criticized for not having enough commercial space, considering the project will be located in a commercial marine zone.

Anacortes resident Al Johnson testified that the Planning Commission should not consider the project until the city reaches an agreement on how to plan future development in the downtown area.

A representative of the Anacortes Housing Authority said he wanted to make sure car headlights, parking lot lights and trash dumpster wouldn’t disturb the housing authority apartments next door to the project.

The Planning Commissioners added conditions to the conditional use permit that recommended screening of lighting. Residences in a commercial marine zone are required to obtain a conditional use permit on a case-by-case basis.
