In a briefing paper to the City Council, Assistant City Planning Director Don Measamer estimates permanent legislation and regulations could be ready by March of next year, but could take longer.
"Given the novelty of this new business regulatory scheme and the complexity of the issues related to such businesses it will take some time to evaluate thoroughly the potential impacts," he wrote.
Meanwhile, the City Council on Aug. 5 adopted a one year moratorium on the recreational marijuana business.
The state Liquor Control Board, which also will control recreational marijuana sales, has decided that only one retails can set up shop in Anacortes, but is allowing nine other retailers in Skagit County and a total of 334 statewide.
