Washington State Department of Transportation crews and drivers waiting at the gates celebrated at noon Thursday, as the North Cascades Highway reopened just a day before the annual ‘49er Days Celebration in Winthrop.
Anacortes has built two roundabouts, including this one where Highway 20 turns onto Commercial Ave., to improve traffic flow and reduce accidents, but other communities have found they are also useful for creating places for pedestrians.
