Following a foot chase, a 22-year-old man was booked into county jail on charges of violating a no-contact order, obstructing a police officer and possessing drug paraphernalia.
APD Officers were dispatched to the 1100 block of 17th Street early Saturday afternoon after a 911 call was received from a resident living there who was a protected person in a no contact order. Responding officers were aware of the situation and observed the 22-year-old male they wanted to speak with in the area and stopped to speak with him. Upon the first officer’s arrival, the man began running away to the northeast despite officer commands to stop. A foot pursuit ensued and officers ultimately contacted the subject several minutes later in the 1000 block of 15th Street and he was taken into custody at Taser point. When asked why he ran from the officer, the man stated that he had been startled. A search of the subject incident to arrest revealed a copy of the no contact order that was in place between him and the man who called 911. There were also several pieces of burnt foil, two folding knives, a small scale, and two pens--all containing possible heroin residue. The man was transported to the police department and later to the county jail where he was booked on a violation of a no contact order, obstructing a law enforcement officer, and possession of drug paraphernalia charges.

Just before 9:30 on Saturday morning, an APD Officer on patrol on 20th Street observed a 29-year-old woman known to police to have a felony warrant for her arrest. The officer turned around to make contact with the woman who, upon seeing the patrol car approaching, ran into the residence. Backup officers arrived at the residence and after a few minutes, the woman came to the door and she was taken into custody without incident, then booked in the county jail on her warrant. When asked why she ran, the woman stated she didn’t want to be arrested because it was her child’s birthday the following day.
A local grocery store manager called police on Saturday morning to report that there was a woman in his office who just attempted to leave the store with a cart full of groceries she didn’t pay for. The responding officer spoke with the manager who stated that the woman walked out the door with a cart of un-bagged groceries and she was unable to provide a receipt for them. She was cooperative when asked to come back into the store and when questioned by the APD Sergeant leading the investigation. A records check on the 47-year-old Sedro-Woolley woman revealed that she had a theft warrant out of the Clarkston Police Department. She was taken into custody for theft and searched incident to arrest. The search yielded a small baggie containing suspected methamphetamine that was found in her wallet. The woman was transported to the police department and later released with a copy of a notice she was banned from the store. She faces possible theft and possession of methamphetamine charges.
A representative from a business on Q Avenue called police on Saturday afternoon to report that they discovered a box containing burnt spoons, possibly used to ingest illegal narcotics, in their garbage can. There was no suspect information available, so the spoons were disposed of at the police department.
Just before 5PM on Saturday, an APD Officer on patrol on S. Marchs Point Road got a radar reading of 54 mph on an approaching SUV. The officer stopped the vehicle because the speed limit is 35 mph in that area and informed the 46-year-old Vashon driver of the reason for the stop. The driver was unable to provide a valid driver’s license and he was taken into custody for driving with license suspended and later released from the scene with a copy of his citation and a speeding ticket.
Someone called 911 dispatch to report a loose golden retriever and a white poodle in the area of H Avenue and 36th Street on Saturday afternoon. The responding officer was unable to locate the dogs. The dogs may have been starring in the next episode of Homeward Bound.
According to the owner, a boat parked on the 2200 block of 15th Street was missing two Scotty-brand down riggers valued at $500 each. The two were unbolted from the boat and removed sometime in the previous 4 days. There are no suspects.
Just before 5PM on Saturday, APD’s K-9 Officer was on patrol on Commercial Avenue when he observed an older model Honda with a badly cracked windshield. A registration check revealed that the registered owner had a suspended driver’s license and the officer pulled the car over. The driver was the only person in the car and the 36-year-old woman was not the registered owner. A records check of the driver revealed two warrants out of the Skagit County District Court. The woman told the officer that she knew about the warrants and was hoping that she would not go to jail. A search of the driver incident to arrest did not reveal anything of interest to the officer, however, she admitted that she had drug paraphernalia in her purse in the car. K-9 T-Bone was deployed around the car and displayed a change of behavior consistent with the presence of illegal narcotics. The woman did not give her consent to search the car, so it was impounded and taken to the police department and the driver was booked and released on her warrants at the scene. After a judge approved a search warrant for the car, officers went through it and found a constrictor band, used needles, a small amount of heroin in solid and liquid forms, a bag of suspected methamphetamine, a lighter, and other miscellaneous drug paraphernalia items. The woman now faces possible drug possession and paraphernalia charges.

A man pushing a mini-bike was arrested in the 900 block of 27th Street on Sunday afternoon. The 42-year-old was taken into custody without incident on an arrest warrant out of Skagit County District Court. He was booked and released at the scene on his warrant because the jail would not accept him.

On Monday morning, a luxury SUV owner called police to report damage done to her vehicle while parked at the hospital approximately three weeks prior. The scrape and dent appeared intentional and will cost the owner approximately $1,000 to repair. There are no suspects.

An Anacortes Police Sergeant pulled an older model sedan over on Fidalgo Avenue on Tuesday afternoon. The car ran a nearby stop sign and accelerated quickly, but the Sergeant caught up to it and spoke with the driver, a 34-year-old Eastsound man, and the passenger and vehicle owner, a 31-year-old Anacortes woman. The K-9 Officer arrived on scene as backup and T-Bone did an exterior sniff of the car and alerted to the presence of controlled substances in the car. The owner of the car did not provide consent to search it, so it was impounded pending a search warrant and both occupants walked away from the scene. A judge granted a search warrant, and officers later searched the car and found a straw with white residue, a bag with a small amount of suspected heroin, and several miscellaneous drug paraphernalia items, including pliers and needles. Both occupants face possible drug and paraphernalia possession charges.
An 81-year old Anacortes woman was given an infraction for following too close on Tuesday evening for her involvement in a two-car, non-injury collision at 32nd Street and Commercial Avenue. The woman’s sedan struck the rear end of a pickup stopping at a red light at the intersection and her car bumper and hood sustained substantial damage, but the pickup received only minor damage. There were no injuries.

Just after 8PM on Thursday, the K-9 Officer pulled an older model car over on State Route 20 for expired registration tabs and an illegal lane change that caused the officer to brake hard to avoid a collision. The 43-year-old Lynnwood driver apologized to the officer and stated that they were lost and just trying to get out of town. She further stated that her license was suspended, so she did not have proper identification in her possession. During the conversation, the officer observed a ball of foil and a straw in the car, both commonly used to ingest heroin or methamphetamine. The officer asked the driver to step out of the car and when she did, a baggie of suspected methamphetamine fell onto the driver’s seat. She was taken into custody and placed in a patrol car. The male passenger, who was sitting by the straw and foil, was arrested for possession of drug paraphernalia and a search incident to arrest yielded a pipe with a small amount of methamphetamine therein. Both vehicle occupants were later transported to city limits and released and the vehicle was impounded and brought to the police station pending a search warrant.
