2017 0627 blotter

Anacortes Police took several fraud calls from specialty and antique shops over several days this week and police would like to speak with the man in the photo about his involvement in the fraudulent purchases.

In each occurrence, a heavy-set male in his 50’s or 60’s with blonde hair used $100 MasterCard Traveller’s Checks to purchase items within their respective stores. The man provided a name of “Ron Walters” and an out of state driver’s license, both presumably fraudulent. Several stores captured surveillance footage that has been pushed out via social media in an effort to identify and contact the male subject thought to be associated in these cases.

Here are some other cases Anacortes Police reported on this week.

On Friday night, just before 10PM, an Anacortes Police Officer on patrol on 3rd Street contacted two women at the back entrance to a thrift store on O Avenue. The women stated that they were dropping off items at the store and they both identified themselves and quickly got back into their car and began driving off. By the time the women were back in their vehicle, the officer received information from dispatch revealing that the 52-year old Oak Harbor driver had an active arrest warrant. The officer verbally asked the driver to stop, but she continued to drive away. The officer then got into her patrol car and activated her lights and sirens as the vehicle continued in a sporadic driving pattern crossing Commercial Avenue several times, running stop signs, and speeding 10-15 mph over posted limits through town until the pursuit was terminated when the station wagon turned onto southbound State Route 20 towards Oak Harbor. The woman now faces possible felony charges for eluding a police vehicle.

A 38-year old Burlington man was taken into custody early Saturday afternoon after officers investigated a report of a BB gun being fired at a home in the 3000 block of West 3rd Place. An officer arrived on scene to speak with the victim who had been struck in the arm by a small pellet or BB. As the officer spoke with the homeowners, the sound of multiple projectiles continued to resonate through the wall. Officers scanned the area and located a man standing at a second-story window from a home approximately two blocks away. Officers then went to the home and located the suspect hiding beneath construction items in the garage. Police initially thought the suspect was a person known to be associated with the residence, but later determined the person they were speaking with was wanted for three warrants for false statements to a public servant, possession of a controlled substance, and possession of stolen mail respectively. The man admitted that he had been shooting pellet rifles, claiming that he did not know that anyone was home. He was transported to Skagit County Jail and booked on his warrants and the following charges: assault, malicious mischief, reckless endangerment, and providing a false statement to a public servant.

At 4:30 on Sunday morning APD Officers met with a woman at a gas station on Christenson Road to discuss an assault call. The 27-year old woman told police that she got into a verbal argument with her boyfriend and he physically assaulted her. An officer went to the boyfriend’s home nearby to speak with him and discovered evidence to the contrary. Per statements from the man and another person in the home at the time of the argument, the woman had struck her boyfriend in the face during the altercation, causing a small laceration above his eye. The female subject was taken into custody and booked in the Skagit County Jail on a 4th Degree Assault, Domestic Violence charge.

At approximately 5:30 on Sunday afternoon, an APD Officer on patrol on 19th Street observed the driver of a blue sedan looking at his cellphone while driving. The officer pulled in behind the driver and observed him drifting within the lane for two blocks before pulling him over. The 42-year old driver immediately stated that this would mess everything up for him, referring to the fact that he was supposed to be driving a vehicle with an ignition interlock device installed and the vehicle he was driving did not have one. A records check confirmed that the driver was required to have an interlock device to drive and he was cited for no interlock and given a ticket for texting while driving.

APD Officers were dispatched to the 500 block of 4th Street early Sunday evening per the report of a possible drug deal in the area. Police arrived and contacted two men associated with a van and an SUV. A 42-year old stated that his SUV was in disrepair and the other man had stopped to give him a jump. A records check of the man revealed that he had a felony warrant and a misdemeanor warrant. He was taken into custody and taken to jail on his warrants. A cursory search in and around the vehicle revealed a burnt Q-tip and aluminum foil just outside the passenger door of the SUV, both are commonly associated with drug use. A K-9 sniff of the vehicle yielded a change of behavior consistent with the presence of drugs and the vehicle was impounded and later searched. The search yielded cotton balls with heroin residue, several used syringes, a loaded syringe containing heroin, a digital scale with heroin, a glass methamphetamine pipe, and a cut straw with methamphetamine residue. The man also faces possible drug and paraphernalia possession charges. The registered owner of the SUV was in the vehicle when officers arrived and she faces possible drug charges as well.

A short while later, a woman matching the description of the vehicle owner walked to the road and looked around, then walked quickly to a nearby home upon the officer’s arrival. The Corporal once again waited nearby until he saw the vehicle traveling on the 1100 block of 4th Street then he contacted the female driver and told her she was under arrest for her warrant.  The woman provided consent to search her vehicle for evidentiary items so officers searched the vehicle and found plastic tubing with methamphetamine residue as well as three large containers of used needles.
